When you start tomcat from eclipse, is the axis war deployed ?
If not, you are starting another instance of tomcat (check eclipse > windows > 
preferences > tomcat). If it is started, indeed you should see the same 
messages !

Why would I see a different set of console message when I start Tomcat from the 
command than when I start it in Eclipse?
 
When I start Tomcat from the command line I see messages for the axis2.war file 
being deployed, but I don't see them when I start Tomcat in Eclipse.
