Hi, In your axis2.xml file, you will see the phases defined. You can either use one of the existing phases or add your own phase. If you want a handler for outgoing messages, use one of the phases in <phaseOrder type="OutFlow">. For incoming messages, use <phaseOrder type="InFlow">.
For example, in Axis 1.4.1, there is a phase called OperationInPhase defined in the InFlow.
