JSR 109 isn't a spec, yet. I suspect AXIS will comply, but I don't think this is decided, yet.
AXIS IS JSR 101 (JAX-RPC) compliant as much as it can be. JSR 101 isn't a spec yet, either, and it's still changing. We're trying to keep up.
