The only solution found so far is a workaround. Copy
$TOMCAT_HOME/webapps/axis/WEB-INF/lib
to $TOMCAT_HOME/common/lib . Search for "bad envelope namespace" in the
archives at http://marc.theaimsgroup.com/?l=axis-user&r=1&w=2 . For
example, this message

the workaround.
