It is possible to use SOAP on a pda or even a phone (j2me). I don't know if AXIS will work on it though.
You may want to look at something like ksoap though because of its small footprint. I've been able to get SOAP requests to work on a Zaurus and the Motorola i85s (emulator only) with ksoap.
