[AdminClient Problem] namespace URL http://xml.apache.org/axis unreachable(404 Not Found)

The context :

I am using the AdminClient tool (org.apache.axis.client.AdminClient) fo
deploy a Web Service.
My WSDD file begin with these lines :

<deployment
      xmlns="http://xml.apache.org/axis";
      xmlns:java="http://xml.apache.org/axis/wsdd/";
      xmlns:xsd="http://www.w3.org/2000/10/XMLSchema";
      xmlns:xsi="http://www.w3.org/2000/10/XMLSchema-instance";>
      ...

The problem :

Here is an extract from the trace :

      - Processing file D:\webservice.wsdd
      - Exception:
      AxisFault
       faultCode:  {http://xml.apache.org/axis/}HTTP
       faultString:  (404)/axis/services/AdminService
       faultActor: null
       faultDetail:
              null: return code:  404

I checked the url http://xml.apache.org/axis and
http://xml.apache.org/axis/wsdd/ with a Browser and i had a nice "404 not
found"
So i decided to change the xmlns value with another url...

But i have the same error !

So i cant deploy my web service...

Any idea or suggestion ?
