IBM has donated WSIF to the Apache Foundation so WSIF is freely available under the Apache license. For details of the Apache license see http://cvs.apache.org/viewcvs.cgi/xml-axis-wsif/LICENSE?rev=HEAD. This is the same for WSIL which IBM also donated to the Apache Foundation.
Early on there was an attempt to get WSIF standardized through the JCP/JSR, but at the time the technology was thought too experimental.
