I'm currently listed as one of the project owners for Axis4Struts.
I'm sorry to say, but the project - to my knowledge - has pretty much
stalled.
There was a good deal of initial discussion on the struts-dev list. You can
find it by searching for messages with [axis4struts] (not sure about case
sensitivity) in the archives. It would be instructive to anyone interested
in picking this project up to search the struts-dev archives and review the
architecture discussions we had. If you can't find them using [axis4struts]
in the message title, try searching for messages where I am the author.
We had a good deal of discussion on the basic architecture and design of
the application (at least on what the first version would look like).
Unfortunately, about the time we were kicking off myself and the other
project lead both had changes in our personal lives that kept us from
continuing (I got busy with other personal things and the other lead got a
new job).
I'll be happy to answer any questions on any work that's been done to date.
If anyone is interested, I have the ability to add developers to the
project and open up souceforge access to them on that project.

the sourceforge project page for that project says its still 'in planning'.
You could try contacting the project owners for more info?
