yep, I got the feeling long ago that JWS deployment doesn't stand up for very long in anything but the most simplistic service implementations. I'd guess its inability to support complex types within an interface are often more debilitating than its 'package-related idiosyncrasies.

It is extremely cute, though! (Makes for great demos to those intimidated by the prospect of venturing into the world of web services!)

The official answer is that Axis does not support using JWS with classes that are in packages.  The unofficial answer is that it works if you put the .jws file in the correct directory structure, as you indicated above, AND you comment or remove the package statement from the .jws file.  You can do this with Ant as follows.

    <replace file="${jws}"
      token="package ${package};" value="//package ${package};"/>
