See the JAX-RPC specification, section 8.2.4.2 and use the Call propery 
"javax.xml.rpc.soap.http.soapaction.use".  Set it to a Boolean(false).

If you are using WSDL2Java stubs, you should be able to set this on the Stub object 
using the _setProperty method.

Iam using stubs generated by WSDL2Java to talk with a .NET webservice.
Axis client is sending the HTTPHeader SOAPAction:  "", and .NET complains
that it is not able to recognize SOAPAction. Is there any way I can switch
of SOAPAction field. In  the generated stub there is no method which sets
SOAPAction.  BTW it will be helpul if I can swithch of the SOAPAction header
without tweeking the stubs generated.
