404 Error means that you do not point to a right location for the Axis servlet !
the option to set to indicate the full path to the servlet is -l example : java org.apache.axis.client.AdminClient -lhttp://localhost:8888/<webapp>/servlet/AxisServlet deploy.wsdd where <webapp> is the Context of the webapp with Axis.
