403 Firewall Error

All,

I am trying to hit a SOAP Server (written in Perl)
from Apache Axis and I am gettting the below error.
Looks like I am getting the same error in browser when
I don't specify the proxy, since I am behind a
firewall. How would I spcify proxy host and proxy port
for Axis.

Any help appreciated.
