I have also encountered the same issue before..
When you said "I've setup Axis servlet to start on Tomcat startup", do
you mean that you have configured the web.xml file in tomcat
(webapps/axis/WEB-INF/web.xml) ? Because what I did before was that in web.xml,
I inserted a new <servlet> ... </servlet> tag, and restart
tomcat, everything worked well.

on Tomcat. My Web service is map to MyManager class which implements
ServiceLifecycle interface. I wont that init method of MyManager class to be
called on Axis startup (I've setup Axis servlet to start on Tomcat startup).
