Can Axis convert in-coming message into Java at run-time?

Please, advice me if it is possible to configure Axis to perform an 
action, mirrored to .jws, - convert  in-coming SOAP message into Java 
classes on the fly, at run-time w/o preliminary compilation procedure ?
