JAX-RPC Handlers on server side

I'm trying to figure out if Axis supports JAX-RPC style handlers on the server side. Looking through 
the code, I don't see anywhere where they'd be executed. Am I missing something, or are JAX-RPC 
handlers only supported on the client?
