You need to set your CLASSPATH to include all the axis JARs.
Then do java org.apache.axis.client.AdminClient -l.... deploy.wsdd
The URL supplied on the -l flag should be right if you did the default install of axis (Tomcat on port 8080, axis in the /axis context).
Also check http://localhost:8080/axis/happyaxis.jsp
