Tomcat 4.1.27 Axis 1.1 and Netbeans 3.5.1

Is it possible to use the Netbeans 3.5.1 IDE to develop and debug web
services using Tomcat 4.1.27 and Axis 1.1? Any pointers would be
appreciated. Any alternative IDE's that I can use if this combination
does not work.
