What is high-fidelity recording and by turning it off do I get pe rformance improvements?

I noticed that there is a "streaming" setting for a Service, which seems to turn off "highFidelityRecording". This seems to turn off the SAX2EventRecorder, which records every event in the Deserialization process. Why is this defaulted to true? And in what situations should I use this functionality? Or is it safe to turn it off?
