Axis does not offer programmatic registration of Web Services in the UDDI
registry. There are other api's that do the job though. UDDI4J is one such
api that I've personally used and found to be simple & straight-forward. I
don't think Axis depends on the UDDI version being used. You would simply
register your Web Service WSDL URL in the UDDI registry, amongst other
things.
UDDI4J supports pluggable SOAP transports, Axis being one of the SOAP
transports that it supports. We have used UDDI4J 2.01 with Axis 1.1 and did
not face any issues.
You could also use the JAXR api (ships with the the Java Web Services
Developer pack).
