That doesn't include all jars in the lib directory (sadly), try adding each and every jar file

e.g: When you run 'set', you should rather see

 

CLASSPATH=/usr/local/jakarta-tomcat-5.0.27/webapps/axis/WEB-INF/lib/axis.jar

 

CLASSPATH search is not to be treated same as PATH search

One simple way to get around the problem is to copy the relevant content

your wsdd to server-config.wsdd manually.  This can get you going before
