By default, Axis will look for a client-config.wsdd file in the current directory (the directory from which you ran the "java" command). Alternatively, you can define a system property (either on the java command, with a -D option, or by adding a system property programmatically) of "axis.ClientConfigFile", to point to your client configuration file.
I'm not sure where this is documented (other than the source code).
