I'am not 100% sure I correctly remember the problem, the issue is in Perl flock(). 
Perl on Win9x has no flock() but on WinNT does. That is why the only way to have AxKit 
working on Win9x is to not use cache.
I've seen perl programs designed for "lamers", they have config parameter - host 
operating system, which takes three values - Normal, WinNT and Win9x. The only thing 
that this parameter changed was file locking technique.
