I don't know what you are talking about (what new config files? why new? huh?)
but judging by the name, you should put them in httpd-perl.conf. This is just
a guess, as I absolutely don't know what you are using that uses such
uncommon config file names. I could be entirely wrong.
Basically, put it anywhere outside of <Location> or <Directory> or <Files>
sections (no .htaccess either). If you get errors make sure the config file
is used only by mod_perl enabled web servers. If you get nothing, make sure
the config file is used at all.
