is this related to the the fact that Makefile.PL does not accept INC= ie: are you relying on 'perl Makefile.PL "INC=-l /path/to/my/lib"' to install? because the fixes to make ExtUtils::AutoInstall work, now cause xml2-config to clobber any passed in INC=.

This looks like it's probably the bug (you really aught to post patches on RT ;-)
