Invalid command 'LoadModule' during 'make test'

During 'make test', I get the following:

waiting 60 seconds for server to start: .Syntax error on line 12 of 
/usr/local/src/AxKit-1.62/t/conf/httpd.conf:
Invalid command 'LoadModule', perhaps mis-spelled or defined by a 
module not included in the server configuration
!!!
server has died with status 255 (t/logs/error_log wasn't created, start 
the server in the debug mode)
make: *** [run_tests] Error 143

httpd is capable of handling LoadModule. The production copy has 2 
modules loaded that way, mod_php and mod_dav. Anyone have any ideas?
