We are doing workflow stuff here in IDEALX, but not at all XML- nor
standards-oriented. (We have developped an in-house message-passing
pachydermokernel for workflows in mod_perl based upon signed text
messages, aiming for security and traceability.)

Sure there is. Right now this workflow engine of ours is used as the
transport layer for a PKI, but we've a few clients doing stuff that is
much more workflow than PKI (e.g. controlling the process of
physically attributing a smartcard to someone).
