how ? i couldn't find that feature in Ubuntu Tweak. The degree of transparency should be identical to the one in the Dash or in the Unity Launcher Quicklists. If this degree of transparency doesn't look right on indicator menus, then it is surely also poor design for the Dash and the Launcher Quicklists. and for reference, here's a launchpad bug on this topic: https://bugs.launchpad.net/unity/+bug/804893 thoughts?
