OK, I found an explanation of this at http://www.jewishgen.org/infofiles/Manifests/name/ and it is called a Reentry permit. I guess this is something our ancestors could do after 1924 to ensure easy access back into the US. So this tells me they had not yet been granted citizenship, otherwise they would have had their NA numbers on the manifest?
