I looked this item up in Ancestry, and it linked to a citation: 

EVANS, Rosemarie (GOMES); 93; ; SF Chronicle (CA); 1998-9-15; bjw

This is an obituary index, and it seems that her obit appeared in the San
Francisco Chronicle, Sept 15, 1998. The newspaper's online index at
Legacy.com only goes back as far as 2005, which is why you couldn't get it
to come up

Then I googled, "How do I get back issues of the San Francisco chronicle"
and got some info at http://www.sfgate.com/chronicle/faq.shtml#faq10

The newspaper says it is possible to get back issues; here is the edited
information . You might want to call the number and see what other options
may be available to get a copy of that obituary. Maybe a library out there
has microfilmed images, and would do a lookup and send you a copy.   Good

Hi Linda,

Publishing an obituary in any newspaper is not mandatory... my mother
did not want my father's published when he passed away 2 yrs ago...
Along with that, the newspapers charge you a small fortune... it might
be that her obituary was not published...
