I think that is interesting because the husband in this case, Roberto Luis Goncalves, is an “exposto” and parentage is unknown. However, did he have to get permission to marry?

Over time it took other forms. Sealed Papal decrees of the church were called bulla's. There was also a famous (bulla) where the Pope issued a bulla to allow eating meat on Friday's during Lent, for a fee.
