You'll have to find where the paupers were buried in Solano County, California in the early 1900s. Some cemetery took the remains from the state hospitals, mental institutions, poor farms, almshouses, unclaimed bodies from the corner, etc and buried them. The Solano County Genealogy Society, Historical Society, or library may be able to help.
