The record following the one in question is the 13 of Feb 1= um 2 = dois 3 = tres 4 = quatro 5 = cinco/sinco 6 = seis 7= sete/sette 8 = oito 9= nove 10= dez 11 = onze 12 = doze
Looking at the shape of the word, I'd guess it's either quatro or sete or sette. Quatro should have the q dangling below the line. So I would put 7 Feb in my genealogy program and make a note saying it's before the 13th and hard to read. Has anyone tried the yellow transparency trick on their computer screen? We used to use the goldenrod paper on the microfilm readers to make a contrast of sorts. That yellow-gold color worked best. I have a yellowish gold transparency somewhere!
