People got dispensations because they were related up to 3rd cousins.

Consanguinity (consanguinidade) = related by blood, i.e.,  marrying your
cousin
Affinity (affindade) = related by marriage, i.e., marrying your
sister-in-law.

To find out exactly why, you'd need to get the dispensation, if it exists.
Many do exist and they are held in Angra (does not matter which island the
marriage occured on).
