The Family History Library (FHL) in Salt Lake City and its Family History Centers (FHC) operate like any other library system. You go to your local branch and they don't have it, but they can order it from the main branch. Same with the FHCs. Anything on film or fiche can be ordered and sent to your local FHC. You can do a temporary loan or a permanent loan. Books from the FHL in Salt Lake do not circulate.
(Note 1: There are now regional FHLs. They are generally larger, regional FHCs).
