My impression is that this is a comment from a nontechnical user. She says "system" and talks about download, was she referring to the iPlayer client? If she is using a Mac, that would explain why it doesn't work. Maybe she is using Windows and has spyware slowdown syndrome. Maybe she can't get Real streams to work. Or she has popups turned off on her browser. Or... &c., &c.
