rsync.exe  is  on  the list of exceptions. Connection is not a problem
because  I  receive  message  in  rsync's  log  on the Windows machine

You may also have to add an exception for tcp port 873.
Do you have all the latest windows patches?
I   think that both rsync's (from Debian and from windows package) use
different  protocols  (maybe one side encrypts connection with ssh and
one side is not?). What can I do to check that?


  
Post the contents of your client side rsyncd.conf and the relevant rsync conf sections from config.pl on BackupPC. Then we can check that the config is fine.
