Amanda goes to a lot of trouble running estimates on all
the targets and still doesn't always get it right.

How about only doing this after a case where the backups
don't complete, then trying to (a) be sure that the missed
machines go first at the next non-blackout period and (b)
skewing one or more of the machines with fulls in the run
that didn't fit so the next full moves up or back a day.
