I've reinstalled backuppc and the problem has gone away.
I used the Debian packages which sets up cron jobs. After the reinstall,
I'm seeing normal incremental backups at around the same time.
I guess I screwed up a config file somehow, I'll post the details if I
screw up again. :)

If backuppc was setup to run via cron, you need to look at the
crontab, probably for either the backuppc user or root. Your system's
crond log file may give you some clues as well.
Automated backups via cron need to be setup manually and can not be
done through the web interface.
