To avoid suidperl, you can put the cgi script in ~backuppc/public_html/ and let Apache SuEXEC handle the suid stuff. The only difference should be that the admin URL will now be something like "http://hostname/~backuppc/". (This is how I set it up for a former employer.) If you want to be able to use "http://hostname/", that can be handled with redirects or aliases or something like that in Apache.
