Damn again!, should have checked. You know, as I was sending the message, I
was thinking "as soon as I say this, somebody will tell it's been suggested
before" :-D

But then, I recently copied a directory full of hardlinks (originally
created with storeBackup, a similar but simpler backup utility I use at
home), over NFS, and then mv'd it locally to a different partition, and in
both instances hardlinks were preserved. Also, the info page for mv says
that it uses some of the same code as cp -a.

So the question now is, in what circumstances does cp work or not work?
