Its set that way due to the following mail I got from the moderator of
another mailing list.

To be specific, in Settings, choose the "use UTF-8" option for
"Outgoing message encoding" on the General page.

I can't set it on a per-address so now it looks like I'm stuck.  I'll
have to switch one of lists to another account.
