I think that your setup is a bit strange. You are requesting to keep only 1 full backup around, but then also incrementals. I'd think that for incrementals to work you'd need 2 fulls, at least as long as incrementals made before the latest full are around. I'd think BackupPC would override your settings and keep the two full while needed, but then why doesn't it?
