Sorry, my mistake. I've neveer seen a "satisfy any" directive. There is a
"Allow from all" in <Directory "/var/www/html"> but as far as I can
remember, it was like that on my old server as well.

I've been trying to point out that the 'something else' may be a 'satisfy
any' directive somewhere in a higher level directory entry or .htaccess
file.  If you have one, your 'require valid-user'
directive will be ignored for networks where the 'allow from'
matches.
