I think most people use the smb or rsyncd methods with windows since the cygwin rsync doesn't work under sshd. This was posted to the list a while back about using tar on windows: http://sourceforge.net/mailarchive/message.php?msg_id=14776847. The only real quirk should be remembering the cygwin convention of mapping the drive letters to mount points under /cygdrive.
