I think most people use the smb or rsyncd methods with windows
since the cygwin rsync doesn't work under sshd.  This was
posted to the list a while back about using tar on windows:

The only real quirk should be remembering the cygwin
convention of mapping the drive letters to mount points
under /cygdrive.  That is, you would use /cygdrive/c
instead of C: for the target to back up the C: drive.
