Sorry, I should've specified I was trying to back up local files.

And as Craig once told me, BackupPC doesn't use a shell, it forks. So any 
children should inherit the original environment. And I did export LC_ALL 
in .basrc (in backuppc home directory).

This got me thinking, and, as root, I exported LC_ALL=C and restarted 
BackupPC. Guess what -- it worked!

So, it seems that this is a bug of some sort. And I think Debian's 'start-
stop-daemon' is the culprit. When called with a '-c' flag, it doesn't set 
the environment properly.

So doing a 'su - ' in initscript would be a workaround.
