I don't think anyone has gotten Cygwin sshd/rsync to work
properly - at least with the distribution verisions.

You may need to run rsync as daemon on the windows boxes with
the rsyncd xfer method.  In any case you can have a per-pc
config.pl file that contains the different settings needed for
that hosts.
