Not sure how you got in that state, when I installed the backuppc
debian package on my ubuntu server, it just worked (tm), and I've got
just what you have as the contents of my /etc/backuppc/apache.conf
file

AND /etc/apache2/conf.d/backuppc is a symlink to /etc/backuppc/apache.conf

I'm afraid that your statement that "the contents of apache.conf
should be an alias to the BackupPC cgi-bin." might confuse some
people. It did me.
