Hello,

I've got the answer off-list, so I give it to you :o)

1) install on a Windows station the minimal cygwin
2) copy the cygiconv-2.dll  cygintl-3.dll  nice.exe files
    paste them in the c:\rsyncd on the client's PC
3) change service.bat :
    cygrunsrv.exe -I rsyncd -e CYGWIN=nontsec -p c:/rsyncd/rsync.exe -a 
"--config=c:/rsyncd/rsyncd.conf --daemon --no-detach"
    to
    cygrunsrv.exe -I rsyncd -e CYGWIN=nontsec -p c:/rsyncd/nice.exe  -a "-n 20 
c:/rsyncd/rsync.exe --config=c:/rsyncd/rsyncd.conf --daemon --no-detach"

At the moment, I tried only on one host ... but it seems to work.
