If the old backup you deleted shared most of its files with another backup you didn't delete (for instance, multiple level 0 backups of a server that hasn't had an OS upgrade), then there isn't any free space to reclaim.
Backuppc's pooling feature had made the old backup and the new backup use the same data files.
