Well, the problem is clearly SELinux, then.  My list was from Fedora Core
6; there probably were fewer booleans in earlier FC versions.  If you're on
FC 6, make sure that you have fully updated all the selinux rpms (there
are at least two selinux-policy-something rpms, for example).  If there are
options that don't show up in the GUI (some of these might be in "other"
or something, not under the httpd item).

I think there are also some programs that might help you figure out what
has to be changed.  I think there's an "setroubleshoot" rpm, and there's
the audit2allow program that's part of the SELinux stuff (though I've
never used audit2allow).
